windows2000 can't read arabic software.PLEASE HELP!!!

salam 2 evryone,
windows2000 can't read an arabic software i have installed, ihave anabled all laguages(regional settings),but all i get is strange caracters.please help fix
this problem.

follow this step and it well be march.
control panel ---->
regional settings ----->
advanced option ---->
language for programs non unicode ---->
change the value to arabic
and ok ; confirm the message and restart the machine ; it well be work 100%100
